The answer is C)

This is because it’s a common utility, and having multiple standards for sewage treatment and waste disposal would be inefficient and inconvenient, whereas competition can help increase quality and decrease prices in the situations of airlines, telephone service, and television broadcasters.

Airlines are all private. United Airlines, American Airlines, AirTran, Spirit, Southwest, none of them are owned by the government.
Telephone companies rip you off like no other. AT&T, Cingular, Verizon, SBC, Sprint, MetroPCS, Vonage, none are government owned.
TV stations are also private, although I’m sure Obama would like otherwise so that he could shut down Fox News. NBC is owned by General Electric in fact.
